It is doubtful to take the case of emergency or recovery period after Nuclear accident as a reference-level,that far beyond the normal level. During that period,special standard which is quite higher than the normal one (1 mSv per year) is taken. It must be unacceptable for majority citizen to take that high level in nomal case, especially for ordinary people include children and pregnant women.
